I think for those command missions, you're supposed to do some swapping between commanding and playing as a soldier on the field. I think they made the harder difficulties so you can't do just 1. Also Harper's voice is Michael Rooker, aka Merle aka Yondu, but I'm sure someone's told you that by now :D

I should go back and try those missions again off stream, they seemed interesting, but I could not get into it at the time.
