Why would Dr carnick hit Beethoven

He wanted to make it look like the dog was vicious and should be put down. He also wanted Beethoven for a gun test with exploding bullets and certain dogs were needed for the test. Beethoven was one of the dogs that he wanted for the gun test because of his very thick skull. He almost got him earlier in the movie when he went to the vet for his shots and he wanted Beethoven to stay there overnight for observation but the kids protested and he ended up going home.
