How does the notoriety level play into the game?

I believe it's like tasks in among us but for bad guys. You do bad guy things and bar fills up, when all outlaws do em they win. You can also do good guy tasks so people don't suspect you but it lowers your notoriety. I think don't quote me.

The higher the notoriety level, the more mail detail the sheriffs get. So at level 1 they only get notified well after a task has been completed. At level 2 and 3 they also get told things like what tasks the outlaws still have to do so they can keep an eye on those areas. So you do want to keep it down unless you want to overwhelm the other team with info and keep making them walk back to the mailbox.
