If I am living abroad and I only have undsub student loan, sub student loan and perkins loan - can i file for bankruptcy without coming to the states and filing an adversary preceeding?

Although it is theoretically possible to file bankruptcy from overseas, there are numerous practical hurdles that make that unfeasible in most cases. If you throw an adversary proceeding on top of that where you are the primary witness, it is even harder.

No. Any refinance of a student loan (which is what you are proposing) is still considered a student loan for purposes of bankruptcy.
