i think it just depends on health since the supers follow the super rule where it determines how much damage is dealt to your opponent depending on their health, the lower health the lower damage and the higher the health the higher the damage.

All ultimates to every style in the game needs to do the same damage regardless on how brutal they are. Who agrees? Ippo and Hitman does the most damage. Basic and Smash's ultimate damage is too low. All ultimates need to do half of the opponent's hp no matter what style you're using. However, there could be an upgrade to increase ultimate damage in the future.
