Jarvis does mind control and goes after weak and innocent people especially women. Victor Zazez kills weak people too more he preys on women. Professor Pyg who lobotomies his victims turning them into painless dolls. Black Mask just loves to torture people and intimidates his crew.

Not riddler, riddler commits crimes endangering others to prove he’s smarter than Batman. Also the way Batman fought riddler in Arkham knight, with how bruise him and catwoman left him, I doubt he likes or respect riddler

He hates Riddler because he made him go through hell during the trophy hunting as well as almost killing Catwoman in Arkham knight. Joker is number one person who he hates the most though, because of their long history, filled with blood, suffering and Joker was the reason to why Jason and Barbara are scarred for life. Batman also respects people that have his qualities or have something in common (he actually respects Scarecrow to some degree since they have some similarities and throughout the game, Batman didn't even beat him/didn't assault him much) and Batman respects Mr Freeze since Mr Freeze cares about his wife just like Batman cares about his family and has compassion and is basically a fallen hero

Didn't he completly broke Scarecrow's mind by using his own fear toxin on him, in my opinion beatdown would be mercy compared to this and in case of Riddler he consider him annoying but in Arkham Knight when he was bringing him to GCPD he showed that he slightly pitied him.
