Just another example of a not very well thought out idea, let me explain : People that wash clothes by hand tend to wash smaller loads less often and dump smaller quantities of untreated waste water into rivers, ditches and surfaces leading to above and below groundwater contamination. In industrialized countries, wastewater is collected through a series of pipes and sent to a water treatment facility . Now, because of the " project " people in undeveloped countries will be able to wash larger loads of clothing resulting in a greater quantity of untreated wastewater into soil and stream creating an increased incidence of pollution and contamination.

The net water used and discharged will be the same, if not lower. Instead of doing many small, inefficient loads, they'll do larger loads that collectively use less water. Similar to the "dishwasher machines use more water than hand washing" fallacy.
