They have broken the longevity by power scale since the beginning. Goku trains under strongest man on earth, Goku jumps almost straight to the strongest person the the dam universe(freeza), Gohan fights the combined force of all z fighters(cell), Goku fights the strongest thing in universe history(buu). Since Freeza they capped out the series way to quickly and left very little room for development that is why they drag out the story line with screaming. Now that They find out their multi universes(pulled straight from ass cheeks decades later because they scaled to quickly) they just start it off by battling all of the strongest ones in all of them and find out the ultimate cap on the world, angels. Dragon ball has been infamous for breaking the power scale rule for longevity. But well they are the only ones that get to break it and be this successful though.

I feel like the biggest weakness of Whis is the fact that he is neutral. For all of his powers, I don't think he has the ability to use any of them as he wants. He has only ever used any of these powers in relation to the stability and balance of Universe 7 or because it was willed by a being higher than him in the hierarchy. Most of the things he does himself casually are played up for laughs, but the biggest things mentioned were either because not doing them would have serious ramifications on Universe 7 in the long run, or for the sake of Beerus, his father, or the Omni Kings. Outside of food, Whis doesn't even seem to want anything on his own, so that apathy means that no matter how OP he is, he will probably rarely break the world of Dragon Ball unless they need him to Deus Ex Machina something.

True we don't true knowledge of what combat Whis actually has except that he has Mastered Ultra instinct can use very easily. It seem Whis himself is lacking on some knowledge of what Grand Priest has over him. Either just more year over him of battle experience or Grand Priest seeing some flaws that Whis has in his fighting skills. Of course to Grand Priest can also probably still do different technique that Whis has given up on or just does have the power to do like Grand Priest can.

That's a good way to make a great story arc ! Because no matter how strong they become they will never be able to face the "Fallen Angel" in his true form. It's like biblical facts, fighting any divine or unholy power as just a mere human is basically suicide or death. Satan/Lucifer is second to God in power so if they apply this to Dragon Ball Super, "The Fallen Angel" should be almost as strong as Grand Priest (his Father/God) and only be possibly challenged by other angels or those empowered by God aka Grand Priest.
