Yes, it is, and that's a good observation. All the teaching lineages from Atisha use this teaching story. In essence, White Mahakala and White Jambhala are the same essence, and they both come from Atisha, who received the teaching directly from Avalokiteshvara. White Mahakala arises or emanates from Avalokiteshvara. White Jambhala arises from Avalokiteshvara. I've attended several teachings and empowerments of both deities, and the same origin story is almost always used by the teachers. The idea being that the essence of White Jambhala and White Mahakala is Compassion and Generosity. The essence of Compassion and Generosity is Avalokiteshvara. Of course the mantras and visualizations are different, as are the empowerments, but that's true of various streams of Black Mahakala teachings, or Tara or Yamantaka. They have different lineage, mantra and names, but ultimately they are different practices pointed at the same destination. 🙏🙏🙏
