It doesn't matter where the resource tile is. It matters where you're at. You get the bonus to gathering speed as long as you're in active alliance territory.

Just so you know you do not get a gather buff for tiles inside your territory rather than having your city within the territory. You gather same speed inside or outside of territory as long as your city is in territory.

regarding the first tip, alliance territory boost applies to the location of the city, not the resource

Good one. I published that on my alliance notes for a bit more advanced players ctrl c + ctrl v: Let's assume y'all already have 4 queues: Meat and wood 8 lvl. mines will give you 56 millions each for 4 queues so doing it 6x you'll get 336 millions Coal: 2M800 x4 = 11M200 x6 = 67M200 Iron: 700 x4 = 2M800 x6 = 16M800 Gathering 8hs booster is only 280 gems, it's very useful.

Have you tried dismantling your alliance banner/tile that isn’t helping you cover Alliance meat resource? I’m still new but in the beginning I was just putting alliance banner tiles anywhere until I realized I needed it to connect and cover the alliance resources. When you dismantle your banner, you will get the resources back so you can find another spot to build it.

you activated musk ox's competence, that is instant gathering of the next tile that is reached

Activate it and go for the resource you want at the highest lvl so you gather the most resources possibly instantly. There's no point using the instant buff for a low lvl rss spot

How do you get iron for alliance if no iron farm is available

If there is no alliance mine nearby to build to. The only way would be to use the resource exchange to get iron. Although definitely not the recommend way. Find a mine they're all over the place.
