the three rad beam wouldnt get out of the pero swing as 6 + 4 + 4 + 4 = 18k and pero was swinging in for 18k he didnt have another counter in hand so enel shouldve won

Because that's what enel starts with. Each leader at the bottom of the card tells you how much to start with. It's a way to balance effect. Generally if you are a single color leader you start with 5 life and if you are multi colored you start with 4. Enel even tho he is single colored however starts with 4 because he can heal himself so it's like a balancing act. Newgate starts with 6 but takes his own life every turn
