Just rear, in the front end suspension equivalent to this part is called a lower control arm.

What year Subaru are those lateral links for? Would I be able to run those lateral links on my 03 Subaru Forester

These are specific for up to 02 Foresters, but I don't see why they would not work with the 03. You would most likely just have to get new endlinks :)
