I think the answer is: If you don't need to translate in your mind while you're speaking, if you FEEL that language, you're speaker of that language. It is very interesting because it's not enough to listen and read perfectly, but also you should be able to speak (or product something in that language) really really good. That means you can watch movies without subtitles while you're not a speaker of that language.

If you think can in a language, then you're a _"speaker"_ of that language. Some people do this with more than one language. In fact, this is intrinsic to learning a language well. I'm learning some very basic Spanish, and still there are jokes some tell me that I just don't understand because I can't think in Spanish yet.

This raises some very interesting points. In language teaching, race and cultural background are often considered important factors in how one learns a new language, but this is the first time I hear them being considered a factor also in how one's proficiency is perceived by others. It's a point that deserves looking into.

Excelent! Thank you Professor and thanks TED for that speech. I know what your're talking about, I'm brazilian and I have lived for a while at the US (California), at Italy and for years in France; and also as a portuguese native speaker, I know how the accent, slang, idiomatic expressions and so counts on the evaluation people make from each other, including myself, sure. The difference is, when we have lived abroad we know how subtile could be the use of a language and how we can judge and be judged for it. It´s important to think about it!

In my case, I learnt Latin in 4 months with KZbin and a dictionary , I don't consider myself as an expert, but I can understand quite easily ancient texts and also I can speak it, even though it's useless. Babel "probably not a literal historical truth"? It is DEFINITELY not a historical truth or event or even a 'tale based on historical facts'. Academics should refrain from using ambiguous terms that could support the belief that fairytales could have any basis in reality.
