That's gonna take a while depending on whether the devs will include them in the next age storyline since it won't happen in the Age of X. Although it would be cool to see their abilities especially Sandman but the characters I am keen on seeing are Sentry,MODOK and Blue Marvel.

Man I came back to this game because the devs made it impossible to make and new account ios cus I wanted to start fresh but I never started playing the game seriously until I decided to give the game a second chance but Holly crap the grind for leveling up is trash I wouldn’t recommend this game to anyone this devs definitely just want your money and make the game progress a pile of garbage like I have never played a mobile game with more tedious grind than this game and they only favor new players never seen a game that hates its old player base this much his marketing method is gonna bite them in the butt because this game will never get more whales as a matter of fact the amount of whales is just going to decrease and never go back up.

Most of the time if your toon is trying to apply a negative effect to an enemy, the enemy gets a chance to resist. Focus ups the chance that your toon will overcome the resistance and the negative effect will apply. Tldr - makes it easier to apply effects to enemy toons.
