Gilgamesh is the strongest normal heroic spirit while those that are stronger are mainly divine spirits, which normally cannot be manifested without a vessel or extremely special summoning like with Romulus-Q.

Someone who has divinity doesn't = them being a divine spirit, divine spirits are full on gods and the only ones we have summoned "normally" who aren't joke servants (Space Ishtar) are Quetz, Stheno and Euryale. Every other divine spirit is either a pseudo servant like Ishtar/Eresh/Kama/Parvati or have lowered their power in some way like Tamamo(1/9th of her power)/Tezca (human body). The only exception is Romulus-Q and that's because we did a force summon in LB5 using Caligula as a catalyst.

Zeus may have been one of the strongest in his pantheon but he was still kinda afraid of Nyx and Gaia. Kukulkan may have been one of the strongest in his pantheons but Tezcatlipoka did defeat him. But Kali is unstoppable in Hinduism unless she's against Shiva or Vishnu.... you have to understand what concepts these gods signify... and concept wise Kali is way above than any usual gods associated with the concepts of nature. I'm not saying because I am fan or a hindu, I'm saying this because I know her backstory.

Dude, I’m not gonna lie I said HP Lovecraft fun I hate the way fate dealt with the outer gods most of the altar, gods, don’t even have a mind and they are to be higher dimensional beings and concepts, like chaos and creation, or like an allusion to more powerful outer god it was even stated that’s the multi-verse was a kin to a dream something not real to beings so the whole idea of feet’s and power levels goes out the window if nothing is real to begin with, introducing them into the grail wars makes no sense because most of them don’t even think no think in the way that humans can’t understand and there’s no point in them being in the grill because they have nothing to gain.
