Yeah. At first there was some type of tech/spell blocking it from regrowing. Bit if you look at the last panel when he was thrown into current day 616, he completely regrew his body and arm.

​@aagreenidge it was his mentality hindering his powers and the tech that Khonshu had from a futuristic stark company helped delay the green blood from fully restoring the arm. Immortal Moon Knight can depower the hulks abilities on Hulk as well. He killed all the heroes in the future.
