13:05 that’s actually really easy to answer, the reason is because Pepsiman is a Japanese only mascot for Pepsi and has never appeared in a commercial outside of Japan. Similar to segata sanshiro. You can find compilations of their commercials on KZbin, if you ever want to watch those.

I’ve beaten Yo! Noid. It’s actually rather fun. It also happens to be a reskin of another game. The card game isn’t hard. The area champ picks a random card, then you pick a card. The difference goes to the higher player. Whoever reaches their goal first wins. During the platforming segment, you can collect black pepper, red pepper, and double and triple multipliers to give you an advantage. The peppers effectively nullifies your opponent’s card, though there’s a caveat with red pepper late game.
