Yes, but if you look at bounties then Dragon is strongest, for instance his bounty is substantially bigger than Whitbeard and Roger's so if we take into consideration that their bounty gets bigger the stronger they get (because it is harder for the marines to capture them) then we can only assume is must be stronger than them.
