Mandalay Bay reference was the Las Vegas shooting by Stephen Paddock. "Red rain, saw it fallin' from a towers dead plane" is a reference to 9/11. My thought is that this is a prequel to Watch the World Burn. He is sent to Hell by Tech Nine God, battles the Devil, is sent back to Earth to save it from a nuke. He detonates it in the air, flies down to Earth, is vilified and eventually decides the world needs a reset. So he does this. Then in Last Resort Reimagined he heals the Earth.
