I tend to get confused when it's a declarative sentence. Ex: "I met a strange man ____ I suspect to be an undercover agent." It's "whom", right? Because "man" is the receiver of the verb "suspect"?

Yes! That is correct. In that sentence, "whom" is used as the object of the verb "suspect". Since the strange man is the one being suspected, he is the object of the suspicion.

All formally correct, but the word "whom" is clearly falling out of use as the English language continues to change and evolve.
