Sereniel has the Dollar rims because she is GFred world record holder - that's the price you get and HAVE to have on your vehicle if you hold one of the records The snow blends in all the added road props and really makes that section look like a normal part of the map. The track looks great

I used to drive an ice cream truck every night while I was studying and "Who wants ice cream in this weather" answer is: "Surprisingly many". Of course the sales are miniscule compared to the summer but even when you are drifting the van in sleetstorm, snowstorm or reaching your sales stop in toe curling -30C (-22F) there will still be (Finnish) people craving for that ice cream waiting at the bus stop. :-D

Some people probably think snow has no affect on your car because modders often make it snow but when they do it doesn't have any affect on your car. It's just a visual change to the map.

I'm pretty sure that people think snow has no effect on grip in GTA because of some other KZbinr who made a video testing it in modded single-player. The mod that does that (at least the one included with ENT, which is what I use) only adds the snow texture to the ground, it doesn't change anything else.
