Not everyone who wants to come into the United States legally will be accepted. We have laws for a reason and one of them is to know who we are allowing into the country. I believe many of the illegals who push their way into the country and hide out in sanctuary cities know they could not get in if they tried coming the legal way. I imagine that Donald Trump's plans have been in the works for some time now, anticipating reelection. In my experience, people from poorer countries who are issued visas tend to have more resources and education than the rest of the population and offer a net benefit to the United States, even when you factor in costs to our society.

This is true, but detention facilities (and private prisons leasing out space to ICE) have always existed. The problem is that immigrants who do not have an active deportation order will usually have a right to see an immigration judge, and that process can take time. Those facilities will fill up quickly with a tiny percentage of the people who are unlawfully present in the US.
