The Wire excels at (amongst many other things) showing how an organization/system is corrupt even though most of its members are trying to act morally but fails because a few bad actors inside it are covered for by bosses who are under pressure to show statistical progress that is detached from real progress. It applies to police, drug dealers, schools, newspapers, addiction service.
