1.) Fused Zamasu is basically a double dose of Zamasu with a hint of Goku's body in there. I feel like he'd not be eligible for mortal status due to his mentality and his prior status as a Supreme Kai apprentice. 2.) Fused Zamasu is straight-up immortal, and I feel like that obviously makes him not count as a mortal due to simply being immortal. 3.) Even if we assume that having a bit of Goku in him and gaining inmortality due to one of his fusees being inmortal counts as being a mortal... there's the fact that Zamasu is a major threat to the multiverse. I feel like that trumps any mortal excuses.

It was revealed during the Goku Black arc. Apparently time travel has some very serious consequences such as disrupting the balance of the universe as well as creating separate timelines. We’ve seen this in Z where Trunks’ time traveling act to stop 17 and 18 from decimating the world by warning the Z fighters as well as curing Goku’s heart disease created to my knowledge 5 separate timelines. 3 canon and two non canon. The non canon timelines being the ones with the movies (Super 13 and Broly for example) alongside GT and the one that would eventually become the timeline for the Xenoverse games; meanwhile the canon timelines are the one where Cell comes from, the timeline Trunks originated in that was eventually erased by Zeno, and lastly the timeline where the story is currently taking place in.
