I've always wondered why I seen a lot of those type of statues, especially when I played Crystal. Its hard to find answers to each question. EDIT: I've always also wondered why certain statues would seem like it's staring at you in certain areas in pokemon games, especially the ones I played.

I think that it is a chimera of many different Pokémon mashed together a a way to universally symbolize the fraternity of gym leaders. 🤔 Why else would the same unknown Pokémon be depicted throughout every gym, despite their type-differences?
