This scenario is expected to repeat in R2. Since TN has free exit for R2 also, there is no issue. If a candidate gets dual allotment, they can choose one seat and exit the other one. This scenario is not expected to happen in R3. As per TN prospectus "If a candidate is getting an allotment under Government College / Government quota seats in Self-financing colleges in Mop up counselling, he/she cannot claim a seat in Management mop up counselling". So, if seat is allotted under govt quota, they won't get a seat under management quota in Round 3.

Sir I resigned my all India round 1 seat but in my mcc portal it still shows reported n seat confirmed instead of showing relieved

How did you resign? Has the college generated the resignation through MCC portal? If yes, no need to worry.

Sir, do you know how did they calculate the state percentile? My state percentile is less than my real percentile.

You cannot compare the All India percentile and state percentile. They will certainly be different.
