Dear Waleed! Basically, they don't have evidence but it's very obvious when the essay is written in flawless English while they make mistakes in every next sentence in the speaking test.

@@IELTSSagacity I respect your response. But this is not a justification. As a Pakistani, most of us not good in speaking as this isn't our native language. On the other hand when we write we do recheck multiple times plus think twice before pen down any sentence, which unfortunately not in the case of speaking. That is why they design a test in such manner that, they can evaluate our English skills in different portions, and then make accumulate report. Nobody is perfect and I am nobody.
