You mean the values labelled with "a", "b" and "c" etc.? It is done after post-hoc analysis. Means with non-significant difference from each other share a common label.

how v is 36 and s^2 is 12.66

We get these values from the ANOVA results table. "v" is degree of freedom for error or within, and "s^2" is variance or MS for within or error.
