Most people here are theorizing that Foxy doesn't have facial scanning and recognition hardware, that would make him easier to fool would it not? My theory is that Foxy was actually given "better" facial scanning and environmental awareness than the other animatronics because his whole gimmick is to run around the building and into the party rooms. Fazbear Entertainment isn't exactly known for their safety protocols, but it's pretty simple to conclude that an animatronic that has to run around would benefit from better vision if not for safety just for basic functionality. That would also explain why Foxy is especially affected by the flashlight, since they're not finished animatronics the "enhanced" vision could have more issues.

A possible piece of information to explain Foxy's ability to not be decieved by the mask comes from the Foxy.EXE game from FNAF World: In the Foxy.EXE game, it starts on a simple computer loading process, with a single tree as the background, and one application on the screen, being Foxy.EXE; the background would appear bloody for a second before loading the game, where we're now joined with Foxy (Who Scott would actually use Withered Foxy's head for this) in a pitch black background. The truly creepy thing about this game is that Foxy is actually able to speak to us, where he would say three lines; four if you die. "Listen to my voice, and you will find the key." "When you see, how fast can you flee?" "Be sure your step, through the heart of madness." "All your base will belong to us." Now, that all may be random nonsense at a first glance, but something about it that's interesting is how Foxy begins to degrade after each dialogue (excluding the fourth one, as that one is used when you die). In the first stage, Foxy's head appears normal; still withered, but recognizable. In this same stage, at the halfway point, his eyelids is raised up fully, and his eye is peered down to the player (us). In the second stage, Foxy's head is lifted up from over his endoskeleton, as he reveals both eyes staring fully at the player (us). In the third stage, Foxy's head is covering his endoskeleton again, his head angled towards the right this time, with his eye oddly looking towards the screen. And in the fourth stage (when you beat it) he is looking right towards us, no longer to the player, but to the screen; us. That tells us two things, simply from his dialogue. He's aware. The first dialogue is him telling us to listen to him, and in doing so, we will find success; meaning he knows how to be free. The second dialogue is him asking us how fast we are; not to literally flee, but to hide from the danger, just like how we have to hide quickly in FNAF 2 from the characters that are repelled by the mask. The second dialogue is now him guiding us, to ensure our step as we delve further; endulging ourselves in answers we shouldn't know, the madness of it all. But, what is the second thing this tells us? Well, it's more subtle to see, but notice from the stages how easily he is able to lift his head off, doing so just fine... But, he DOES tell us this; exactly this, in UCN: "I may not move like I used to, but I can pull myself apart just fine." His grasp of awareness of what is going on further puts himself in a state of knowing his own predicament; and in turn, the others he's stuck with. And when you think about that, the sincerity of awareness, it's horrifying. Because it wasn't a case of figuring it out overtime. He just KNEW that you weren't who you hid yourself as.

I believe they were scrapped and used for parts. That's why we see the leftovers of them in the box in Fnaf 3's office. That would also explain why the puppet is shown in the pizzeria in the fnaf 2 cutscenes.
