Why can't Non-Agricultural Families buy Agriculture land in J&K? | Kashmir Observer

The mandatory Agricultural Certificate is creating hurdles for Non-Agriculturist people to buy land in Jammu & Kashmir as the sale deed isn't being registered without this document
On the other hand, Agriculture land can be easily converted for Non-Agriculture activities under a new Govt regulation
