i agree, never build them in deity. map has too many units and the terrain is too rough

I use them to raid rear areas. Becomes powerful when you use the policy that adds 50% raiding bonus and you go for districts for nice payout. Pillage farms to heal damage. Enemy has to build at least 1 unit to ward you, 2 to destroy you. Thats resources not going to the front, drained resourced from repairing and sub optimal tile resource use.

Unfortunately half of those mechanics don't exist in Civ 5. Going around cities can be fairly difficult in civ 5. All cities have a strong ranged attack by default; it's not like civ 6 where you can get close to city centers without encampments/walls with impunity. If a cav unit ends its turn within two tiles of a city center, it's very likely to just die because they don't get terrain bonuses or the cover promotion. Because rough terrain does so much to gimp your movement, it's actually pretty hard to avoid that. Moving onto a rough terrain tile costs 2 movement, and pillaging costs 1 movement. That's very little wiggle room. Plus the AI on higher difficulties builds a ton of units. Zone of control is everywhere. The units don't even need to be contemporary to be dangerous; even shitty units exert ZoC.
