I owned 7.5 acres in Costilla County and I just received my tax bill...it doubled from last year.

You would think they would have an assessor come out and examine the homes for the kind of money they feel it's worth. There are people out there who you can hire from all over the country, to do this job if they don't want to pay a permanent person for this position. Where I currently reside they increase your taxes if just one person does something to improve their property as if that improvement reflects on your property. I'd understand if multiple people were doing this and what is being done is obvious to someone passing by or looking to buy. What I don't understand is their reasoning. On what basis do they make these assumptions on the value of your property compared to what you've been paying. Especially when they know very few can afford the higher taxes. And to jack it up more because you ask why sounds like a bully move. One would think this is a move to re-gentrify the area. Which I find amusing since they don't take too kindly to outsiders. Trust me I know. You would also think that they need the money in which case this should be voted on by the residents depending on what they need the money for, if it is not essential to them on a personal level. Or it could be they underestimated the backlash and now they're headline news across the country. Unless the intent is to scare new people away from making it their home. But why scare the bejesus out of the current lifelong residents. My last guess is someone had a bright idea and they want the residents to pay for it without letting them know they have something stewing. And once the money is in the coffers they decide to use it for that purpose. With the benefactors being very few. Or they could be testing the waters to see how many have the backbone to go against them. This whole situation looks very shady. It bares looking into by the state and federal governments. Costilla County is not a family business. With a News expose to explain their intentions for the revenue the higher taxes would have generated If fewer people hadn't questioned them.
