Really dislike this theory that Erwin would have given up fighting after finding the basement. I get he seemed tired and done with everything in his final moments, but that was when he was facing his death and realizing all his sacrifice was for nothing. He would never be able to see his dream, and all of his comrades died for a selfish wish he couldn’t fulfill. But reminder, Erwin said before the battle that his first goal after the basement would be "eliminating threats." He was well aware that some force was making moves to destroy his people, and he was prepared to take them out after they found answers. I agree that Erwin should have been allowed to rest, but saying he would just give up after finding the basement is wild. Armin didn't give up fighting after finding the sea, why would Erwin give up after getting what he wanted?

It was mostly because of Levi's personal feelings. He was about revive erwin until he heard floch calling him a monster and telling erwin deserve to suffer more. Levi know erwin was having regrets and depression, so he come to a realisation that if erwin lived, he will suffer worse. Thats the main reason levi choose armin.

Erwin blamed himself for his father's death and wanted to do the right. He even became commander directly or indirectly for that dream. Levi helped erwin relieve the burden of that dream. Levi himself says in manga and anime to armin, 'I didn't choose you, i choose erwin to die', he also mentions how his personal feeling got in the way of making decision. He even asks the scouts to forgive erwin and erwin was forced to act as a monster.

However, when Levi asked the two of them what they would do after victory, Erwin said, “We will see after that.” As for Armin, his dream was to see the sea.

In episode 3x12, Erwin asked Levi if he could carry the syringe instead of giving an order, and Levi recognized this as him starting to doubt himself as his dream was coming to an end and he was willing to die for it. Erwin deep down is still a human, who had to become a devil for the benefit of humanity inside the walls, and that's what Levi meant when he made the decision. He didn't choose Armin, he just chose to let Erwin rest with his dream achieved

A couple things: Erwin appointed Hange to be the next Commander, not current. Second, It wasn't Erwin raising his hand that made Levi switch, it was 2 things: the fact that he slapped Levi's arm away, and him reciting his question: "Teacher, how do we not know there aren't humans beyond the walls". Erwin's ambitions as a child reflected Armin's, and that's why he chose him. Which is exactly what he says to himself in the finale.
