There's a good reason it isn't centered. In the original pixel art, the dark outline is actually a drop shadow, which is only on the bottom and right. This prevents it from being 2x thick when the texture is repeated, and it gives it a more 3D look when combined with lighter highlights around the top and left. In order to fit these details, the center has to move aside one pixel in each direction. Since the shading makes it look good, your mind doesn't notice the texture is off center by 1/8 except in this rare instance. I did texture packs for a while, and in a lot of cases I offset the center by one or two pixels to include an outer shadow.

The original has a 3 pixel center making it impossible to center the rest of the block so he made it 2 pixels wide

It’s because the reason the block texture is uncentered to begin with. Having that slight offset gives the illusion of a shadow which gives depth to the “chiseled” aspect of the block. By removing that and centering the block, the chiseled “rings” of the texture look nonsensical and out of place. A lot of Minecraft blocks are offset by 1 pixel to add a semblance of depth.

Its not uncentered, technically. The last rows of pixels on the right and in the bottom are used to express a shadow to make them look more 3D, which is why the whole design is shifted up and left

The reason it isn't centered (and *none* of the bricks or planks are) is so that it tiles nicely. If you have a border at the top of the block, and at the bottom of the block, two blocks on top of each other make a doublewide border. When you want single pixel wide borders, you have to adopt the style Mojang does, and so they did. And that's why Mojang sacrificed single blocks looking perfect in exchange for groups of blocks looking perfect.

Idk if this would work better in most situations but if you shrink the 3 pixel gap between the center and the middle ring to a 2 pixel gap while keeping the middle ring at 1 pixel wide and then keep the 2 pixel gap between the middle and outer rings while keeping the outer ring 1 pixel wide as well you can have a lighter outer ring around it that will become 2 pixels wide when paired up with other chiseled stone bricks. It might not look good with other blocks though but that way the darker outer rings won’t be as wide as the center which might look better in that situation

The reason it is not centered it so make it look better when you put them next to each other. Lots of Minecraft bricks have “overlapping” textures where if you put another block of the same type next to it, the texture of one kinda melts to get her with that of the other and makes it look like they are one thing instead of separate blocks. In this case it’s the outline that is only present on 2 of 4 sides so when another block is next to it the outline appears to be shared.

Well... this is the same reason why both planks and bricks aren't centred: because centring makes tiling look horrible. I very often tile chiselled stone bricks with stone bricks because it works. The two wide borders on some of the edges would force me to treat it as an entirely different block when it comes to intricate design, and it wouldn't work with the rest of the stone brick family anymore. This was intentional because if the centre was 4x4 pixels it would be too big and if it was 2x2 it would be too small. That's why sometimes with pixel art, you just have to accept that some things need to be off-centered to get them how you want.

As someone who does a bit of pixel art I can explain. The reason you never noticed is why it was done in the first place. It looks right from a distance. Our goal with pixel art isn't perfection, but rather what looks right. Your pixel perfect design loses the feel of the original especially once you step back.

It allows for it to seamlessly connect with other chiseled stone bricks, if it didn't it would have ugly double pixels on the corners whenever you place them next to each other. Though there are obviously other ways to do this without having it be uncentered this is just the simplest and most reliable way to prevent double pixeling.
