You may want to look at the opening of Tyranny by Obsidian Entertainment. The character creation in the game involves a series of choices which forms a history of the world prior to the game's events. They also dictate how certain factions and characters will treat the protagonist. Kinda very close to your idea, I suppose, but in reverse.

I just got through the beginning "Conquest" portion and yes! Tyranny has the kind of history/character creation structure I wanted, this is a great resource/game for me. Thanks for the recommendation.
