This is cap, If you see in Rengoku's flashback to his mother's words, he is seen speaking pretty energetically even though he is a kid. So it probably has to do with his loud voice has to do something with his energetic personality.

Even if this is from the fan book, it’s way too inconsistent with what is established in the main story, besides, if he truly did slightly impair his hearing, how is he able to hear others, especially in cases where they talk less loudly? We see many times that Rengoku is perfectly capable of communicating with people who don’t speak as loud as he does without any issue, also we have seen him talk quietly a few times as well. In truth, Rengoku is just an energetic person.

It's a fact that he damaged his eardrum in his mission but it has nothing to do with his loud speaking , He was always like that since his childhood, in the movie we can see it in the flashback . The real reason why he's speaking loudly is because The Rengoku family also follows samurai tradition , as in ancient Japan around Edo period Samurais always talks with loud voice and talk in proud manner and why Kyojuro always says Umai while eating is because the Samurais doesn't know when will their death come so they always enjoy their food and praise about it and will grateful to have tha meal SO THE INFORMATION IN THE VIDEO IS A "BIG CAP" 🧢🧢🧢
