I always assumed that they moved like this for the same reason that stick insects move like this - it makes them seem more like a branch of leaves and twigs moving in gusts of wind and helps them to camouflage a bit better.

This isn't the most solid theory and its likely to be wrong since they only do this when they know they're being observed. They do this to let the predators observating them know that they've been spotted by the woodcock. Since they dont have the surprise effect, they're more likely to just give up on trying to get the bird
