Why does this Custom need to be revisited: Yakurr Tradition

I'm hearing this for the first, and am not sure is our traditional customs to not safe live if it involves accident, it's just a societal thing for some people reasons been related to questions one will need to answer if an accident victim is taking to the hospital and whoever took that person there will be ask to go bring police report and this things are not tied to our custom My own brother had an accident there in Ugep at Njelekoko just after the police station sometime in 2013 and during the evening hours, it was people that help took them to the general hospital even before we got to here the news. So the not rescuing of accident victims is not solely about our customs but a societal thing that the Nigerian laws have to change so those who help accident victims wont be penalized law enforcement agencies who always think otherwise in situations like this.
