Most do. I think the video was talking about dogs sleeping on their back as opposed to lying on their back. Some dogs do sleep that way. Though not often. My corgi will on occasion. But I’ve not had any other dog actually sleep like that. But he absolutely begs for belly rubs too.

I made the experience that both is correct. Release stress, before sleep and after sleep to focus again. It's pretty much the same as with humans except for the stress release.
