Why don’t UK cops carry guns?
Most use non-lethal tools like batons, handcuffs, and mace.
This is because the Metropolitan Police was founded on“policing by consent” - and they worry that guns sabotage that.
Less than ten percent of UK officers carry guns. In a year-long period up to March 2016, only seven shots were fired in England and Wales.
And a poll of officers showed 82% wanted to keep it that way.

Policing by consent just means that the police don't act like the military. In the past crime in England was extremely high and they couldn't use military intervention because the public didn't trust the government already and that would cause another civil war. So they decided to create the police who wore blue and didn't carry lethal wepons like swords or guns to stop the rising cases of crime.

When they say “policing by consent,” you must realize the rather troubled situation British law enforcement was in at the time. The first kind of police in the UK was in Ireland, largely founded by Robert Peel (hence where the slang bobby or peeler comes from) and it was more of a paramilitary organization to subdue Irish revolts against what was English tyranny. So when they introduced the pilot into the mainland people were entirely concerned about everything, and like the Irishers, started calling them peelers and bobbies. So their solution was to prove that they were there to help by removing the pistols they often carried (excluding the groups on the more outskirts regions of the island where dangerous gangs existed, until even they were disarmed). This is by _zero_ means a detailed explanation, and k recommend you find a better source than I, as I probably got a bunch of things wrong. I feel I need to clarify something: the first “policing service” in the UK was the medieval parish system, where a chaplain would be the one to report crime, and they would often just hire people to do it for them, although it rarely worked. The jurisdiction was too small, and there was no real benefit for the thief-takers. I don’t have near what patience it would take to type all of the history out, but what I meant by the Irish Police was the first official police service.

Those tools are not NON-lethal, they are LESS THAN lethal. Handcuffs and batons are extremely deadly, as is anything when used by the wrong person.
