There's no such thing as that..the recent Samruddhi Mahamarg was also a concrete expressway. Gadkari wanted to make Delhi Mumbai Expressway also from concrete but the companies increased the cost so much that he had to settle for Ashphalt Road

Butamin is byproduct of crude oil refining. With India growing rapidly in fuel consumption, we also have good quantity of tarmac/butamin/ asphalt avaialable. However, govt has priority to use cement concrete on expresssways so that they can cater to heavy and very heavy trucks. These vahicles are the one which brings economy and money to nation not the private vehicles. Butamin roads cannot handle such loads. If cement companies had not raised prices due to high demand and lower supply, govt would have made every expressway with cement concrete.
