Would an exterior coating of linseed oil be a fair substitute for a proper lime plaster coat, or would that only add to moisture problems?

I think it might trap more moisture than anything. I don't think I'd recommend, but I've never done/tested it.

Is lime plaster enough to waterproof the walls?

@@Shabzana Lime is hygroscopic. It will absorb moisture readily. It's not a waterproofing agent. One of its main advantages is that it protects the clay plaster underneath from erosion and weathering. I think it's also more hygroscopic than clay and will help preserve the integrity of the wall in the long term.

Yes, concrete in this case. I usually recommend concrete foundations. Stone is a tricky way to go.

How would you attach cob to sides of concrete blocks?

Attach some chicken wire and then apply cob plaster to that. Or attach wood lathe and do the same.

Unrelated, but can screws and nails be put into cob houses (assuming plastered interior) if you want to put up some sort of wall mounted shelves?

Sure! You can also embed wood into the walls where you want to hang things. The screws will hold better this way.

In Europe there are outside mixes which are harder to witstand water. Also because of modern design wishes a flat crisp finish is possible when done by an professional. In the Netherlands and Germany there are such a limited amount of craftsmen thou that thats the bottleneck.

Not sure, but I have a feeling if the cob walls are not saturated to the point of collapse, they could dry out and still be okay. I think its hard to say and depends on the flood.
