For the lightsaber thing, the jedi view it as unethical, the sith view it as a sign of weakness. Also, if somebody is expecting the lightsaber turn off they can counter it anyway

You could theoretically do it IF the other guy isn't very good with the force. However, if your lightsaber opponent can use the force about as well as you can, it then becomes a stalemate. While you're trying to turn their lightsaber off they are trying to stop you from doing that. The roles are simultaneously reversed too. Then add on all the other things like that. There are a lot of things to think about in a lightsaber duel.

Yeah, it's usually a 30 seconds or 1 minute time out. 10 minutes for those that get on his nerves more by either TTS spam or posting spiders, and an hour for the special ones
