See it's not only the R/D isssue, it's the problem at college level. India government students and parents focus on only one thing that is software. India government need to encourage multidisciplinary branches in every college infactvnot only software companies we need to encourage everybranch in india. Like we say Bangalore is a IT hub , we need to have mechanical hub in one city , electrical hub in one city and all these hub need to work together to run the supply chain. So if we produce enough electrical, mechanical and mining engineer' we can be fully indigenous.

Make in India is an important mid term strategy. The long term strategy to the great game should be domestic supply chain of raw materials. We still source most raw materials from china. We should focus more on mitiv partnership(Malaysia Indonesia Thailand India Vietnam).

GOI should give research project with private players Gov institute acts like old gov offices no results based time based work. There will be requirements to make changes in approch to handle defence requirements, organised process based approach need to adopt with proper RACI matrix
