Honestly given that he's a mascot for children I can understand why he would be designed like this. Giving him fatter proportions gives him a bit more personality, and helps support the jolly characterization that Freddy is meant to have as a character. Og Freddy/Fredbear look super off-putting but Toy Freddy looks like he jumped straight out of a kid's cartoon because of those proportions. Plus, it helps his silhouette stand out compared to Toy Bonnie and Chica, which helps since the og/withered trio were basically the same body with a different color and head slapped on.
