@ Kakashi has always been the exception… and what rules? We literally see Madara use susanoo with no eyes and shisui with one eye, so clearly it’s not a requirement. When Obito dies we see the remainder of his chakra go to Kakashi so it’s not that big a stretch, there’s barely any Uchiha left anyway.

Kakashi is a really powerful and skilled shinobi (I'll give him that) but is also one with no special kekkei genkai to speak of. Even though he mastered over time Obito's other eye and it was known for it as well he simply could not handle both whitout dying from exhaustion unlike Obito. (didn't he almost die from over using kamui? Yeah and that was just one eye, imagine both) Giving him a susannoo now doesn't make any sense at all since he is just a regular shinobi with no uchiha bloodline. He was the exception during a limited amount of time during the war and coincidentally that was him at his most powerful.

And I'm well aware he wasn't the only one but still all boworred power.

I think susanoo is a manifestation of the sharingan owner's chakra. while izanagi and izanami are secret jutsu... much like shusui's eyes. as long as you have the sharingan and know the jutsu, you can use it.. beside, danzo didn't use shusui's eye for izanagi. It was those other eyes on his arms.
