I was actually considering making a mod in which you can have lapis lazuli, redstone and obsidian tools and armor. Lapis tools would have a random enchantment when crafted, redstone tools would light up a few blocks and redstone armor glows, and obsidian would last the longest.

It's quite obvious why the stone can't be used for forging tools though. Lapis Lazuli is a metamorphic rock consisting of different minerals and therefore only has a Mohs Scale hardness of 5-5.5 where diamonds have a much healthier value of 10. Just like the stone can be used as a dye in game, it was especially used by the ancient egyptians to decorate structures. They did this by breaking the gemstone down into the so-called "Ultramarine" pigment known for it's intense blue colour. This proves the semi-precious stone should be used for decoration purposes only.

lapis lazuli tools dont exist both because of the relative ubiquity of lapis lazuli (extremely rare even in small clusters) and because lapis lazuli is a 5.5 on Moh's relative scale of hardness, which is just one rank below a treated iron blade, or a refined piece of iron in general, therefore making lapis lazuli a reskin of iron except far less useful in literally every way

also disregarding the above stated points, even as one rock of lapis yields several gemstones, for balancing purposes you would probably need to combine these into some block or ingot to prevent them overpowering iron (thereby making IRON useless)

Diamond is a 10 on Moh's scale of hardness, and while making an entire set of armour and weaponry out of it is wildly impractical and illogical, diamond blades on circular and cement saws are very popular, as they are much stronger than typical ones. Minecraft has at least some adherence to reality, as gold is a very weak and malleable metal in both real life and the game's world. Therefore, applying such logic to lapis lazuli, it would be roughly the same, if slightly weaker than, iron. I am applying real life logic to a game such as Minecraft because Minecraft applies real life logic to a game such as Minecraft.
