I think neither education nor harsh punishment can stop Rape. It's a mixture of everything like imparting good ethics from early age, educating everyone, showing the kids how to behave around women, how to respect women(not just by words rather even by actions), taking precautionary measures like installing CCTV cameras at each and every alley/road possible, having a quick and efficient police force(where there is no corruption) , having a quick and efficient judicial system, harsh punishments like literally castrations, etc - these things cumulatively can put a halt on Rape.
