Let us appreciate the bigger picture where everyone contributed to liberalize Indians economy.Congress Party gave free hand to Narsimha Rao to elect his cabinet with MMS taking India from bankruptcy to self sufficient position.Youth of today owes IT sector progress to that period.

Modi has not done any reform compared to period from 2004 to 2014. On the other hand he curtailed the reform and he has not any infrastructure to boost the investment because he and jumla minister has no knowledge about it

Modi and BJP govt. main focus is as on date is how to create communal hatred, to split the party, how to purchase MLAs and MPs. The Gujarat model is fake, he has not setup any PSU,not able to unemployment problem etc

Definitely agree Modi has totally wasted his tenure only reason he is winning is because there is no option, it sometimes appears that the country belonging not to the people but to the babus . I will give a example I have seen in my state . There was a chief secretary by the name of Rajwala Verma she did lot of harm but I will give 2 examples 1. There is something as Gairabad land which essentially is land which was not inhabited during Independence post that the nature of land has changed in many instance and had been properly register in peoples name but this lady by one stroke of pen declared all such land as government land people went to court had many won case but as you know not everyone can go to court and fight the long arduous legal battle and so land which had been with family for generations overnight became government land 2. When government made it mandatory to link Adhar with ration card she again stopped distribution of ration overnight if adhar is not linked to ration card , people stated dying of hunger literally later it was found that around 80 percent of ration card were not linked to Adar . All the time she was corrupt and had full support of politicians because they are themselves completely incompetent . In the end she retired having no accountability putting lives of so many in turmoil even there was talk of extending her tenure, thankfully that did not happen.

Opening the country for global markets in 1991 was also perceived as "selling the whole country". Still P V Narasimha Rao had a iron heart to go ahead with the reforms. When all the PM knows is to do Jumlas, we can achieve nothing. Everyone can easily predict that in 2024, the election will be fought on Ram Mandir (which will be completed by 2024), Hindu-Muslim etc. BJP won't bring up economy, jobs, development or any of the 5 trillion dollar thing in 2024.

I voted for Mr Modi in 2014 (I wasnt yet 18 during Ataljis times and never found any value in voting for congress due to their nepotism and corruption), hoping that he would be an out of box thinker. 6 years later, I find he has built a box inside the box and is doing his thinking from within that even smaller box. I was disappointed in 2009-14 period as well. Congress had a very 'comfortable minority' to work with and was expected to do a lot on all the things listed by you, sir. From Air India to PSB reforms, everything was there on the list. Nothing got done. The economy started the current tailspin the day Mr Mukherjee was appointed as FM, and his apparently corrupt yet extremely competent predecessor - Mr PC, was moved to MHA. Since then it has been one disaster after another. Congress atleast had an excuse in $120+ crude prices. Whats Modis excuse? More power, better external environment, yet horrendous performance. Congress, for all its faults, didnt take us backwards on the road to reforms. Granted, they did bring in the concepts of Oil bonds, unpaid subsidy bills and lots of corruption at every level. But these are nothing compared with the damage the current govt has done. No FM has ever fudged economic and fiscal data to the extent Jaitley and Sitaraman have done. GST isnt just a story of 'chaotic implementation', as you have put it rather kindly. It isnt just killing businesses. Its impacting the State government finances like nothing else has ever done. Jaitley and Modi repeatedly used to flog the idea of 2% higher than trend GDP growth post GST implementation and stabilisation. Lo and Behold, we are actually closer to 5% lower than trend growth pre covid. PSU divestment? How about PSU destruction? The forced acquisition of GSPC and HPCL by ONGC, of IDBI Bank by LIC and the massive debt build up in FCI are the worst PSU related policy decisions i have ever seen. And I have seen many. Every budget under Mr Modi has taken us 10 years back at the very least. Super rich tax? LTCG? Buy back tax? DDT? This cess, that cess? Demon? Financial shenanigans galore? Off balance sheet debt? Unpaid subsidy bills? Unpaid bills to MSMEs? Under funded pension plans? The rape of RBI, LIC, NHAI, ONGC, HAL, SBI? Mudra loans? Ban overloading of trucks and then allow overloading of trucks? Wasteful expenditure after wasteful expenditure? The sheer stupidity of Rafale deal? Extreme inaction, incompetence in ILFS case? Nirav Modi scam in PNB under govts very nose? Railway financials? Discom financials? Coal India? Air India? and perhaps the greatest stupidity of all times- the current telecom license revenue case? Adhoc taxation? I can continue for several more pages of stupid policies. And then, he has the audacity to call these #masterstrokes. We dont have a reformer-in-chief. We have an economic-destroyer-in-chief. It is astounding to think that our civil services were more modern in 1991 than it is under Mr Modi. But who is to be blamed for that? Did we not have people of great capability like Dr Rajan, Dr Panagarya and Dr Patel? Who sent them packing? How disgraceful has the conduct been of (please pardon my language in the following statements, but english language doesnt have more accurate words than these to describe people I have in mind) IDIOTS like SC Garg, H Adhia, Arun Jaitley, Sitaraman and Anurag 'Goli Maron' Thakur (AGMT)? I remember Jaitley laughing during the budget speech of 2018 while calling the people working in capital markets lazy and their work meaningless. Adhia is on record saying equity investments need no skill or effort. And that prized goof Garg was taking pot shots at Dr Patel (clearly the only one who took it upon himself to clean up the corruption in banking system) on twitter for doing the right thing wrt to the autonomy of RBI. Sitaraman quite possibly has a negative IQ and I dont know how AGMT can continue to be part of any government after his antics during Delhi Elections. Can any of these gentlemen and lady tell Sir Humphery their ACAS from their NALGO? Would Sir Humphery be sure that these people have the intellectual caliber of Winny the Pooh? I seriously doubt it. Shri Arun Shourie, on the one occasion I met him for a long conversation back in 2008, asked me if I remember one quotable quote from Rahul Gandhi. The same question was asked by Shri Ram Jethmalani publicy some years later. Do we recall one quotable quote from any of the current set of ministers? The PM included? So, who is responsible for these appointments? Why should that person be given an alibi at all? Mr Modi on the list of India's reformist PMs? You must be kidding. He should be on the list of de-reformers of India along with Mrs Gandhi. And all this just from the economic point of view. Failures on the front of foreign policy and defense seem to be equally big, though I am no expert to comment on those. Mr Chandershekhar, a far left of center politician all his life, could realise the need to use the economic crisis of 1990-91 to start the process of reforms. And all his successors carried on with that small, but fine start. Except this lot. The current set of morons have wasted even this current crisis to usher in much needed reforms. Whats more, they continue lie and indulge in blatant fudging of data and facts day in day out, that too publicly. There is only one person responsible for all this. And thats me. I voted for Modi and brought all this upon this great nation. On a different topic, I do wish people do include Nehruji and Shastriji on this list of reformers, below only PVNRji. I had been an extremely vocal critic of Nehruvian model of economics for bulk of my adult life, till this government showed me what bad economic models actually look like. We forget that Nehruji and Shastriji got a country with 70%+ living under poverty line, with no infrastructure to speak of and no clear cut modern theory of economics present for them to emulate. USSR and USA were both equally attractive at those times. The miracles of Japanese and South Korean growth had not taken shape and there was no modern Singaporian model either. If we dont have money for a fiscal package in 2020, we definitely didnt have any starting resources back in 1950-1960. If it is ok for China to occupy 60-70sqkm of Indian land in 2020, it must have been even easier back in 1960s. Whatever these gentlemen achieved back in their days, with the resources at hand, is good enough for them to get a very high spot in the list of reformists PMs. We should also not forget the dream budget of Mr PC under Mr Gowda. We have all laughed a lot on Mr Gowda falling asleep in parliament. But he has done more for the nation catching forty winks, than the current PM working 20hours a day. The parliament of 1996-1998- with the single largest party in opposition, the second largest party supporting the govt from outside, the third largest party being inside the front but outside the government and the one man Party of Mr Khalap running the govt- did far more for the country on all fronts than the present government with 300 hand picked idiots.

Yes, Modi hasn't implemented any major reforms. But the reasons articulated by you are incorrect. I believe Modi is an autocrat and the entire power and decision-making is centralised in PMO. Centralisation is a bad idea because you don't have the buy-in of people who are expected to implement the reforms. Also decisions are being made with the wisdom of just one person who is not an economist. This has resulted in economic blunders like demonetization, hasty implementation of GST and now a total lockdown without due thought about how these decisions will impact different sections of the society and the economy. Modi wants to show his supporters that he is a leader who can take tough decisions quickly. Unfortunately, there is a lot of showmanship, but very little statesmanship in his style of governance.

The other governments understood that there is a lot of divide in the Indian demography which the local leaders would exploit and went along with it to gain power. Overtime, we were able to minimize this divisive politics, but in the past 6 years everything has been reversed.

Good journalism. But I'm not sure why you talk of fear. So many journalists bash Modi everyday, wish him death etc. Due to this black and white thinking, we have the polarization today. I support Modi. But I also concur with Shekhar Gupta's opinion here.

When I saw the title of this video, I was slightly annoyed that this is one more tirade against Modi. After viewing, I have concluded that this is a fair assessment of reforms agenda of Modi government. But do add to his meagre list of reforms the dilution of Essential Commodities Act, which enables farmers to realise better prices and perhaps double their income by 2024. MSP cannot double the farm incomes.

Lol farmers income were already doubled 3 years ago. Don't you know about Chandramani Kaushik and ABP news drama? And dilution of ECA will not necessary help small farmers, most likely small farmers crops and veggies will not be bought or will be be bough at very low price. Resulting in more damage than profit for majority of farmers. Also MSP never was used to double the income of farmers but to allow small farmers don't go in loss and bankrupt if the prices of output becomes lower than their investment. Changes in ECA will benefit consumers, investors and big farmers but most likely we should see huge rise of deaths from small farmers. But I like this as I have always believed that in India farming was the most disguised employment job. Now at-least this job of everyone in rural area being farmer can die.

I think Mr Shekhar Gupta has a professional obligation to pooh pooh the government of the day. Or he has a convenient memory, I have been reading his articles and also generally the press, for the past 30 years. Never did I see an article appreciating the government of the day. All these people gave hell to Rao and his govt. I took them seriously and thought the country is going for dogs. It will be too much to expect them to appreciate any govt more so Modi. They do not like what any body does and do not have any idea what needs to be done and how. It is quite possible that all reformist ideas of mr. Modi were never actually is his ideas or his will to do so and just dreams that were shown to 138 crore people and all those people multiplied the expectations attached with those dreams and now all dreams are gradually breaking up one by one .... Sir, there have been reforms across various domains. And not just in sphere of economics like IBC or GST. It's just that current PM is remembered more for his failures. Partly because he came to power during the digital outbreak and is open to wider public scrutiny, partly because most of the reforms are yet to yield dividends, and partly because the government may change in 5 years but lethargic bureaucratic system remains.

Lame logic - because the current bureaucrats did not have a lived experience of suffering they are incapable of implementing reforms. These are capable individuals who can develop and implement good policy given the right leadership which PVN and MMS gave. By your logic Mr. Gupta you should not be in digital medium since you have enjoyed and successes on traditional mediums of news!

How can an illiterate, uneducated man inspire and lead a team of educated people ( bureaucrats ). Speech making doesn't translate to good governance. The biggest mistake of this party is that they selected a showman who won the elections to become the CEO of the country, when the two jobs require different qualities.

@@AJ56878 yes and that is why we voted him to power to do the same for whole country but in the last 6 years with majority of india under bjp , what major steps did he take to improve the economy, do reforms? economy was slowing down for three consecutive fiscals before covid. if he had any political will he would ha ve pushed through a lot of them with the fragmented and the weakest opposition in decades

Dear Shekar, Your assessment of the PM on three main points is fair. In my view, the cold feet or lack of speed/urgency this govt has on reforms come from the following: a. Pushing the economy towards socialism, b. Fear of losing public perception to a diatribe from Congress (RaGa), c. PM always speaking in an election-mode, and not able to communicate planning broad strokes (like Mr Gadkari) through interaction to assuage fears of sections (farmers, labour etc.) as to how the reforms will help d. PM's lack of confidence in his ministers, in independent decision-making and running cabinet as the one-point person for all decisions. The inability of PM to generate that confidence in the affected community about reforms coupled with a lack of confidence in ministers have delayed reforms. PM needs to take bold steps and communicate more effectively at home on explaining reforms (in Mann ki Baat, Howdy events abroad) to generate momentum. The bureaucracy can always be prodded to run if leadership has the will and momentum to get it done.

Let me add a few points, you may have missed out: * It is not that the "3 Sherpas" carried the baggage. It is that the 3 Sherpas were shown the destination and asked to carry. They were on Mission Mode; they were missionaries; destinations were reached, 'cutting the clutter'! Now, more often, they are shown the door; or at least asked to keep it mind! * There's slogan and more slogans, with absolutely no clarity in one's mind of the WHATS, WHYS and HOWS! Shifting goalposts, unstable directions, if any, and absolutely no planning or back ups. Cases to point: Demonetisation, GST, Lockdown and plenty more. Any answers to the 3 questions and their successes? * You have skillfully blamed the last 2-2½ months COVID induced lethargy, of the bureaucracy, as the reason for the paralysis of over 6 years! Great!! Not an alibi at all! * Judicial over reach and activism is a major cause for the paralysis in governance. Now, that's an alibi. Have you noticed that reforms after reforms came to an abrupt halt, when the courts starting questioning the processes, throwing away the intents and the speed with which these got smoothly implemented? Corruption was imputed in several of them, which this lot quickly latched onto, to their gain. Now, they can't risk that same rap-on-the-knuckles, can they? So the current lot have been playing it safe! * Lastly, but not the least, there is only that much a SINGLE individual can achieve, in a lifetime. This government, as you rightly put it, is NaMo and him alone. Talking directly to senior bereaucrats is a symptom of this ailment! The report card was on him, not his government. Sadly, everyone has limited bandwidth. The day he accepts that and frees up power, he may be able to achieve more!

Sir, This is something to be looked up seriously. If Modi had given enough attention on reforms, India would have benefited much in Post Corona World. Please do more episodes on this topic. We need to open up our economy in more sectors, we need more privatisation happening, we also need reforms in labour laws and land laws. All these should be accompanied with Social Welfare Measures which are accountable as well as reach the beneficiaries directly.

I am a Narendra Modi Voter. In fact, if not for him, I would never have made my Voter ID card and gone to vote, because in my eyes politicians and bureaucrats are not worth speaking to. He was my hope for a reformed India. He started well too, as SG pointed out. But something happened mid-way. If Modi doesn't fix this economy, I will probably never vote again. Because, if he can't do what needs to be done, while having unthinkable power in the past 30 years at least, then I don't have to believe another politician ever on the promises he makes to fulfill upon receiving power from the people. Disappointing. Really Really disappointing.

"The devil is in the details" and Mr. Modi is a powerful, verbose man with scant regard for the details. Demonetisation and GST implementation corroborate his impatience with due diligence before grand announcements. He is into the 6th year of governance and yet so little has been done. But his style suits a large, complex, layered country fractured along caste and religion lines.

I enjoy SG's interesting analyses of things concerning the nation. .. he brings his long experience and tells the story well. This time, however his argument about the failure of the bureaucracy seems to be a partial truth. Two things need to be highlighted : 1. An all powerful Modi has made the ministers weak and ineffectual; 2. The bureaucracy has been deliberately peopled with straw men who can't even write a memo correctly as SG points out. This has been deliberately done and the consequences are visible in all aspects . SG is being disingenuous when he merely blames this on the current crop of civil servants' lack of exposure to the license raj and all the accompanying ills. Good, thoughtful civil servants have been quietly/not so quietly quitting the service and the reasons for this should have been analyzed. Sorry SG, you are letting of the king too lightly. The emperor's new clothes can't hide the ugly truth underneath.

Yashwant Sinha is and was a disappointment. It was he who first opened the "Participatory Notes" passage of money investment into Indian Stock market via Mauritius. And later, it was again him who chopped off the powers of Ed & CBI to investigate these money lines in case of doubt of fraud or terror fundings.

I love Shekhar Gupta because his idioms, his examples, his analogies and his metaphors come from a certain good and libertarian literary and cultural genration. 5:32 the reference to Milo Mindbinder from Joseph Heller"s Catch - 22 is one such great reference that brings back memories of great days and great balls of fire. People who got that Milo Mindbinder analogy raise your ✋ please. 🙂 Great going Guptaji. That's why we watch your program. I similarly loved your CCR 'Bad Moon Arising' reference in a previous episode. Like I always say, any man who had been touched by the counter cultures of the sixties and seventies cannot be all that bad. Here in The Print Mr Gupta has truly come unto himself, bringing along the better part of him.
