Billions of dollars just to make display, sensors, PCB, and other 95% of the parts in its Indian Manufacturing plant and rest of the parts are imported from Samsung Vietnam. Not china. Even the Exynos & Snapdragon Chipsets are manufactured by Samsung itself. Even TSMC manufactures Snapdragon, Bionic etc chipsets & it's Taiwan based. Not china. Samsung manufactures 95% parts in India and 5% from Taiwan - Samsung manufacturing plant (India & Vietnam). And assembles in India itself. And also exports from India to other asian countries.
